香港公民教育基金會成立於2005年，成員包括朱耀明牧師、陳健民教授、夏其龍神父及鄧偉棕律師。基金會註冊為非牟利、公共性質的慈善機構，目的是透過不同的渠道及方式推廣公民教育，並推動香港公民社會的發展，促進香港市民承擔公民責任。
